The question of Sweden to maintain FM network or the DAB radio might be approaching a response. But a struggle between lobbies and detailed technical discussions, making it difficult to keep up with the debate. New Technology sorts out what is technology and politics.

How do you and I listen to radio in the future? Should the state build a nationwide digital broadcasting networks, and scrap the analogue FM network? Or can the FM network – which today reaches all Swedes – developed?

The Alliance Government mission laid Nina Wormbs, associate professor of art history at KTH, in December, an account of how the transition to digital broadcasting, or DAB radio (Digital Audio Broadcasting) to go to. The technology proposed to be used is called DAB +.

Implemented DAB + must all households buy new receivers. Approximately 10 million units, according Wormbs, while others argue that it is more a case of 20 million.

The starting point for her study is that FM -nätet be extinguished 2022. But resistance is compact. Not least, the heavy engineering instances negative, shows the responses which was recently submitted to the Minister of Culture Alice Bah Kuhnke.

Behind a no standing among other ICU (Engineering Sciences), Ericsson, the Swedish Post and Telecom Agency, university KTH Foundation .SE and the association Digital Radio Sweden.

DAB / DAB + constitutes an outdated transmission technology, they believe. More modern standards for digital radio should be investigated. More national channels than those that exist today can be obtained by retaining and developing the FM network. In addition, more and more come to consume radio programs via the Internet. Consumers are demanding not dab in the day, claim the opponents.

No cell phone manufacturers have put in DAB capability in handsets, “because there is no global market “, points out, for example, Marianne Treschow, Digital Radio Sweden.

Dab proponents, however, stresses the importance of a Swedish digital broadcasting networks . Among them are the Teracom, Swedish Radio, private radio broadcasters (who do not have license fees for FM licenses of 130 million a year) and electronics (foreign-owned consumer electronics chains).

According to Teracom is Internet distributed radio – despite the growing trend – no real alternative, because over 90 percent of the listening today is via terrestrial FM transmitter and traditional radio receiver.

På Swedish Radio has been in a hurry. CEO Priscilla Benkö boxes to parliament clubs extinguishing decision this year. A DAB radio is a must for the sake of consumers, otherwise they end up in the hands of internet and mobile operators, she believes.

” the Internet can not handle the capacity and additionally have to pay extra to be able to listen to Radio Sweden in which, first, for a subscription, and secondly for data traffic, “she wrote in a chat.

Även National Audit Office has engaged in the battle for the radio broadcast. State dab plans are not economically viable and the industry has been the major influence and listening perspective is absent in the analyzes, considers the authority.

To put it succinctly deals with DAB transition to create more national channels for commercial radio. You want to develop program activities and increase diversity.

However, when the Authority for Radio and Television recently decided on 21 national licenses were those of four private players – including two media giants MTG (Kilohertz AB) and SBS, which already broadcasts in FM network.

What can challenge DAB? First FM network. But there are also other digital broadcasting options (see illustration beside), although factors such as sound quality, range and frequency of collisions complicate.

Norwegian government’s decision to extinguish the FM network in 2017 arouses anger in the country. There’s DAB listening today, 19 percent. In the Storting, an anti-dab-politicians now leading the working group for the country’s decision, suggesting a willingness to compromise.

As of Porvoo, Product Radio on Teracom, are “war weary”. But DAB is still the best way, he assesses. Teracom want to bet on a standard that harmonizes with our neighbors, provides more national channels – and for which the radio receivers are available for purchase.

What is what determines Swedish government elections in the future? Bertil Thorgren, emeritus professor of telecommunications economics at the Stockholm School of Economics, the alarms are important.

– You must be able to reach all homes and cars with the warning message. It is not so good with DAB, which gets worse coverage. One must keep the FM network at least 15-20 years.

Dab-investigator Nina Wormbs think it is about what politicians really want.

– What you want to do with the radio in the future information society is a political issue and is about what we want for media in the future. But by making it a technical issue, it allows you pretend that it is not about politics. I think that the political discussion around this kind of shift, and what to wear it, so far absent.

Nina Wormbs investigation prepared by the Ministry of Culture. The date of a bill to Parliament is not determined.
