Service’s IT systems Pust Siebel to be scrapped. It’s good. An IT system that works so poorly that it is considered a health and safety problem is not worth having.
The bad is that two billion more or less has been thrown in the lake over the past five years to develop the system and it can be difficult to get money for a new one. It remains only 360m before you hit the ceiling on the amount that can be borrowed at the Debt Office to investment and what it will cost to decommission Siebel is not yet known.
predecessor to Siebel, Java, worked great when it was drawn up to streamline the reporting of the crimes committed. Using Java and a laptop could the police to report crimes on the spot, with the suspect in front of him, and thus avoid handovers to other staff and that cases ended up on high.
After a few months of use, however, police officials decided to replace Java against Siebel, a standard that was not adapted to the needs of the police. National Police Commissioner Bengt Svenson therefore took the decision last Thursday to Pust Siebel will be phased out – for occupational health reasons. “Not a moment too soon” thought Police Association chairman Lena Nitz.
Svenson, however, as Édith Piaf – he regrets nothing. The intentions of the Pust Siebel was certainly good but unfortunately did not materialize, the positive effects. Instead of facilitating the work of the police did it the opposite way, it has been difficult and time consuming. Despite the fact that many millions have been pumped into it in order to correct errors, and make it work better, it has not succeeded.
There are currently no timetable for when Siebel should be phased out, not more than that it will be phased out during the current year. Maybe it will be in conjunction with Svenson leaving his post as national police chief in December? It would in that case the natural closing for both of them, for the new police organization that will enter into force on 1 January 2015 and a chance to draw a line under the old organization in more ways than one. A new, better and efficient IT systems will become the new organizational headaches.
police have been criticized for not being visible in the community and that it can not pass up those crimes that affect people in their everyday lives. If the police in the new national police commissioner, a new organization and the absence of Siebel will appear more out remains to be seen. Reports must still be written inside the police stations.
remains is also a considerably large nut to crack in terms of police availability: centralization of police switchboard, which not least this newspaper insändarsida, has been severely criticized. Neither this measure has lived up to the requirements of efficiency. In addition to the police to be seen out on the streets to prevent crime must be possible to call them – and arrive in a timely manner.
So why not take the opportunity to reshape the entire police organization to end – and revive the local telephone exchanges.
